Mr. Gerald Pauline Malima is a Senior Consultant and the Managing Director for UTC. Mr. Gerald P. Malima is fully qualified with practical experience in the following areas: Project Management, Procurement Management, Business Process Re-engineering, Quality Service Delivery in the Public Sector, Business Continuity Management, Human Resources Management, Public Sector Budgeting and Control, Monitoring and Evaluation, strategic planning and business planning, Enterprise Risk Management, Team Building, Investment Analysis, ICT, Needs Assessments and Regulatory Impact Assessment (RIA) for Policy and Legislation Formulation.

Mr. Gerald P. Malima has gained extensive experiences and competencies through the implementation of various reforms in Tanzania, including: Public Service Reform Programme (PSRP I&II), Agriculture Sector Development Programme (ASDP), Legal Sector Reform Programme (LSRP), and Business Environment Strengthening for Tanzania (BEST).

Mr. Gerald P. Malima has worked with various government institutions at a number of capacities as described herein; Tanzania Public Service College under President's Office-Public Service Management (IT Manager), Tanzania Public Service College under President's Office-Public Service Management (Head of Finance, Accounting and Procurement Training and Consultancy Service), Tanzania Federation of Cooperatives (Executive Secretary), Registration Insolvency and Trusteeship Agency under the Ministry of Constitutional Affairs and Justice (Director of Planning Research and ICT) and Institute of Management and Consultancy (Managing Director and Senior Consultant)

Mr. Malima has travelled both locally and international and has gained an international exposure through training, workshop and visits to the following countries; United States of America, Britain, Malaysia, Singapore, India, China, Hongkong, Thailand, United Arab Emirates, Bahrain, Oman, China, South Africa, Botswana, Swaziland, Uganda, Kenya, Ethiopia, Benin, Burkina Faso, Zambia, Rwanda, Burundi, DRC, and Malawi.
