Course Overview
The "Tanzania LGA Resource Mastery Program" is a 5-day intensive workshop designed for leaders in District, Municipal, and City Councils. Despite Tanzania’s robust growth, many LGAs remain overly dependent on Central Government transfers. This course provides a strategic roadmap to unlock local wealth—ranging from the Natural Resources of rural districts to the Real Estate and Service Levies of urban centers—while utilizing the Local Government Revenue Collection Information System (LGRCIS) to its full potential.
Program Objectives
By the end of this program, participants will be able to:
- Identify and map high-potential revenue streams within the Tanzanian legal framework (Local Government Finance Act).
- Optimize the use of LGRCIS and Geographical Information Systems (GIS) to eliminate revenue leakages.
- Implement innovative Land-Value Capture and property tax administration in collaboration with the Ministry of Lands.
- Structure Public-Private Partnerships (PPPs) for local infrastructure such as modern markets and bus stands.
- Allocate resources effectively to the 10% Loan Fund (Women, Youth, and People with Disabilities) to stimulate local economic cycles.
Course Coverage (Modules)
Day 1: Asset Mapping in the Tanzanian Context
- The Legal Framework: Reviewing the Local Government Finance Act, CAP 290, and recent Treasury circulars.
- LGA Asset Auditing: Identifying "Hidden Assets" (Natural resources, idle land, and council-owned buildings).
- Strategic Planning: Aligning Local Resource Mobilization with the District Development Plan (DDP).
Day 2: Modernizing Revenue Collection (LGRCIS & GIS)
- Maximizing LGRCIS: Advanced features for tracking service levies, hotel levies, and billboard fees.
- GIS-Based Property Taxing: Moving from flat-rate billing to value-based assessments using digital maps.
- Cashless LGAs: Integrating mobile money (M-Pesa, Tigo Pesa, Airtel Money) for market dues and parking fees.
Day 3: Land-Based Financing & Natural Resources
- Land Value Capture: Strategies for financing township expansion through land surveys and plot allocations.
- Forestry and Mining Royalties: Ensuring the LGA receives its fair share of natural resource wealth in collaboration with national agencies (e.g., TANROADS, Mining Commission).
- Tourism and Cultural Heritage: Creating revenue-generating cultural sites and eco-tourism hubs.
Day 4: Local Economic Development (LED) & PPPs
- Developing Modern Markets and Bus Stands: Case studies of successful Tanzanian PPPs (e.g., Magufuli Bus Terminal model).
- The 10% Fund as a Catalyst: How to turn mandatory social loans into a sustainable local revenue multiplier.
- Value Addition: Investing in LGA-owned processing facilities (e.g., sunflower oil mills, slaughterhouses).
Day 5: Transparency, Accountability, and Action Planning
- Audit Readiness: Working with CAG (Controller and Auditor General) findings to improve financial health.
- Participatory Budgeting: Engaging the community to increase tax morale and "Buy-In."
- The 12-Month Roadmap: Participants draft a "Revenue Growth Action Plan" for their specific council.

- LGRCIS Optimization Plan: A set of internal controls to reduce manual intervention in the digital payment system.
- A PPP Project Concept Note: A preliminary design for a revenue-generating infrastructure project (Market, Terminal, or Guesthouse).
- A Citizen Engagement Strategy: A plan to link visible service delivery (roads, schools) to revenue collection to build local trust
