Course Overview

The "Donor-Funded Project Impact (DFPI) Masterclass" is a 5-day innsive program that bridges the gap between international development partner (IDP) standards and national public financial management systems. Many African nations struggle with "Projectization"—where donor projects operate in silos. This course provides the management strategies and tools to integrate these projects into national priorities, optimize resource utilization, and ensure that project benefits survive long after the donor funding ends.


Program Objectives

By the end of this program, participants will be able to:

  • Navigate the diverse compliance landscapes of major donors (World Bank, AfDB, EU, USAID, etc.) while maintaining national sovereignty.
  • Integrate donor project cycles with the National Medium-Term Expenditure Framework (MTEF).
  • Apply Results-Based Management (RBM) to shift focus from "disbursement rates" to "development impact."
  • Manage the "Dual Accountability" challenge (reporting to both the Donor and the National Government).
  • Design and execute robust "Exit Strategies" that ensure the sustainability of project outcomes.

Day 1: The Donor Landscape & Strategic Alignment

  • The Global Development Context: Understanding the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action.
  • Alignment Strategies: Mapping donor Country Partnership Frameworks (CPFs) to National Development Plans.
  • The Project Management Unit (PMU) vs. Mainstreaming: Pros, cons, and the transition toward "Using Country Systems."


Day 2: Results-Based Management (RBM) & Design Tools

  • The Logic of Impact: Developing high-level Theories of Change (ToC) for complex interventions.
  • Advanced Logical Frameworks: Customizing LogFrames to satisfy multiple donor reporting requirements simultaneously.
  • Risk Management: Mitigating currency fluctuations, political shifts, and counterpart funding delays.


Day 3: Financial Management & Procurement Excellence

  • Harmonized Procurement: Navigating the "Lead Agency" concept and donor-specific procurement guidelines.
  • Financial Reporting & Auditing: Managing Special Accounts, Statement of Expenditures (SOEs), and preventing ineligible expenditures.
  • Value for Money (VfM): Applying the 4Es (Economy, Efficiency, Effectiveness, and Equity) to donor spending.


Day 4: Implementation, Monitoring & Social Safeguards

  • Adaptive Management: Using "Agile" principles to pivot projects in volatile environments.
  • Environmental and Social Safeguards (ESS): Ensuring compliance with international standards on displacement, gender, and climate.
  • The Digital Project Dashboard: Leveraging ICT for real-time monitoring and transparent stakeholder reporting.


Day 5: Sustainability & Exit Strategies

  • The Sustainability Audit: Evaluating institutional, financial, and technical readiness for project handover.
  • Knowledge Management: Converting project lessons into national policy and standard operating procedures.
  • Action Planning: Developing a "Project Impact Optimization Plan" for a current live donor project.
